This is the implementation with a set of measures to determine the best concept for the development of the project, the calculation of the budget for its implementation and the organization of its further implementation.
The development and calculation on the cost of implementing a new concept with an unfinished facility is a multilateral process that requires expert knowledge in several areas at once including marketing, financial modeling, and construction.
Re-development is a complex and painstaking process that requires clear understanding of the entire implementation process.
This is the most difficult product to implement; however, our qualified specialists have experience in implementing such projects.
Stages:
- Determine the current technical condition of the facility and all documentation for it
- Concept definition for further implementation of the project, including a through marketing research
- Audit of contractual binding and compliance by contractors with contractual conditions (including preparation of materials for litigation with contractors)
- Project implementation cost calculation using full-scale measurements, development of estimates, laboratory and instrumental examinations, determination of the restoration cost.
The functions of the Technical Customer for this project are then performed.
The technical customer implements the full cycle by performing the following tasks:
- Formation of an initial permitting documentation (IRD) set
- Obtaining technical specifications (TU) for connection to engineering networks of the facilities
- Conducting design and exploration work (R&D), engineering inspections, and coordinating results with organizations and local authorities
- Obtaining conclusions, approvals, and necessary permits for design and construction
- Seeking tenders for the duties of a general designer
- Supervising the release of the project, including special sections and estimates
- Obtaining project documentation approval from the expertise commission, including passing the state examination of the project with the design organization and monitoring the elimination of the identified comments
- Seeking tenders for the duties of the general contractor and contractors for the performance of special types of work
- Organization and supervision of the work documentation release
- Formation of a consolidated work schedule
- Preparation of a Project Budget based on the available design (estimate) data and tenders
- Implementation of technical construction supervision over compliance with the technology and quality of all construction and installation works, compliance with the approved design and estimate documentation; strict compliance with the building codes, rules and technical conditions, checking the composition of materials and calculating their costs, and supervising the preparation of documentations.
- Supervising the timely fulfillment of all requirements and instructions of the designer and employees of the Inspectorate of the State Construction Supervision
- Obtaining the necessary permits for the inclusion of all external communications
- Acceptance of the completed construction of the facility from the general contractor with the execution of the KS-11 act (the act of acceptance of the completed construction of the facility by the acceptance commission from the general contractor)
- Organization of an acceptance committee to identify and eliminate all identified defects (with the involvement of the operating organization)
- Implementation of the commissioning of the facility to the State Construction Supervision Commission with the receipt of the KS-14 act (completed construction acceptance certificate), receipt of the AIA (Conformity statement)С
- Obtaining permission to put the facility into operation
- Transfer of the facility to the operating organization
Result:
As a result of re-development, the investor receives a facility that fully complies with the developed concept, project documentation, and is completed by meeting all standards in accordance with the budget and schedule.
Based on the results of the work performed, the investor is provided with reports (it is recommended on both daily and monthly basis).
The daily report reflects information on the work performed per day, the labor resources involved, comments on the work performed, the submitted design / working documentation, analysis of the work schedule and the identification of risks that can affect the timing and / or cost of construction.
The monthly report contains a plan-fact analysis of the project implementation schedule, project costs, labor resources involved (for the reporting period and in general for the project), and all the changes that occurred in the reporting period in terms of initial permitting documentation IRD, and design, etc.
